GPAs for Environmental Justice

This project involves a series of General Plan Amendments (GPAs) to integrate environmental justice policies and actions into Vallejo’s overall General Plan, in compliance with Senate Bill 1000 (SB 1000). SB 1000 requires cities to address the needs of disadvantaged communities by promoting equitable access to resources, improving public health outcomes, and reducing environmental burdens.

Through a recently awarded Environmental Justice Data Grant, Fresh Air Vallejo (FAV) — a local community-based environmental justice organization — is partnering with the City to amplify community voices and build local capacity to inform these policy updates. The initiative will enable FAV, its partners, and community members to collect, analyze, visualize, and share critical environmental and health data to inform the City's GPAs.

PROJECT STATUS

The City has contracted with PlaceWorks to assist in preparing the amendments. An initial draft has been submitted and is currently under internal review. Staff is working to incorporate feedback from the Public Works and Fire Departments, as well as the City Attorney’s Office. The City anticipates releasing a public draft for community review and comment by October 2025.
